NOR002/18: Notify a redundancy dismissal (employment permit holders)

Form NOR002/18 is how an employment permit holder in Ireland tells the Employment Permits Section that they have been made redundant. Sending it within 4 weeks keeps certain exemptions open when you apply for a permit for a new job.

Who uses NOR002/18

The permit holder fills in the form, not the employer. It is for holders of a Critical Skills Employment Permit or a General Employment Permit who have been dismissed by reason of redundancy. The form still uses the older names, Green Card and Work Permit, for these two permit types.

The Department says holders of Dependant/Partner/Spouse, Reactivation and Sport and Cultural Employment Permits should also notify the Employment Permits Section if they are made redundant. They then have up to 6 months to find another job and apply for a permit under the normal conditions and criteria.

If you are changing jobs for a reason other than redundancy, this is the wrong form. Changing employer is a separate process on Employment Permits Online.

How and where to send it

Fill in Part 1 in block capitals: your application ID or employment permit number, your name and address, and the date your redundancy took effect. Then sign and date the declaration.

Attach a letter from the employer named on your permit confirming you were dismissed by reason of redundancy within the last 4 weeks. Add a copy of your P45 if you have it, and your original employment permit unless you have already returned it.

The form's printed address is out of date. It names the Department of Business, Enterprise and Innovation at Earlsfort Centre, Dublin 2. The department is now the Department of Enterprise, Tourism and Employment, and its Employment Permits Section is at Lansdowne House, Lansdowne Road, Dublin 4, D04 A3A8.

The Department's user guide for Employment Permits Online describes a 'Redundancy Request' action on an issued permit. You download form NOR002/18 there, then upload the completed form and the letter from your employer and submit. For questions, email employmentpermits@enterprise.gov.ie.

Fees

The Department doesn't charge a fee for a redundancy notification. Its fees page lists fees for permit applications and renewals only.

If you later apply for a new employment permit for another job, the normal application fee for that permit type applies.

Deadlines

You must notify the Department within 4 weeks of the redundancy. The form itself says within 28 days from the date of dismissal.

From the date you were made redundant, you have up to 6 months to find another job. If you notified within 4 weeks, a new Critical Skills or General Employment Permit application for that job is exempt from the Labour Market Needs Test and from the eligibility criteria for the job.

If you do not find a job within 6 months, the Department says to contact Immigration Service Delivery about your immigration status beyond that period. The Department does not publish a processing time for redundancy notifications.

Common mistakes

  • Missing the 4-week deadline. The form warns that a late notification could lead to a new permit being refused.
  • Sending the form without the employer's letter confirming the redundancy. It is a required attachment.
  • Forgetting the original employment permit. Return it with the form unless you have already surrendered it.
  • Posting it to the Earlsfort Centre address printed on the form. The Employment Permits Section is now at Lansdowne House, Dublin 4.
  • Leaving the redundancy date blank. The declaration asks for the date your dismissal took effect.
  • Using this form when you are leaving for another reason. It covers dismissal by reason of redundancy only.
